WhatsApp Template Guidelines and Meta Approval Rules
Overview and Purpose
To prevent spam, maintain user trust, and protect the customer messaging experience, Meta requires all outbound business-initiated messages sent outside the 24-hour customer service window to be pre-approved as WhatsApp Message Templates.
When a customer sends an inbound message to your WhatsApp Business number, a standard 24-hour service window opens, permitting freeform communication. However, once that 24-hour window elapses—or when initiating outreach to an inactive customer—your business can only communicate using an official template reviewed and approved by Meta.
Understanding Meta’s categorization models, approval algorithms, and policy restrictions is essential to achieving immediate first-time approvals, optimizing conversation costs, and avoiding account quality downgrades.
Meta Official Template Categories
Meta categorizes all message templates into three distinct categories. Each category serves a specific operational function and is subject to unique pricing tiers and policy constraints.
1. Marketing Templates
Marketing templates are business-initiated messages designed to promote products, services, or events, increase customer engagement, and drive conversions.
- Primary Use Cases:
- Promotional offers, seasonal discounts, flash sales, and discount vouchers.
- New service announcements and product showcases.
- Re-engagement messages, event invitations, and holiday greetings.
- Key Characteristics:
- Commercial conversation pricing tier.
- Requires customer opt-in prior to dispatch.
- Highly recommended to include an opt-out quick reply button (e.g. "Stop promotions").
2. Utility Templates
Utility templates are transactional messages triggered by an explicit customer action, purchase, or ongoing business relationship.
- Primary Use Cases:
- Order confirmations, shipping updates, tracking links, and delivery notices.
- Appointment confirmations, reminders, and schedule changes.
- Invoices, payment receipts, balance alerts, and subscription renewal notices.
- Critical service outage updates and account change alerts.
- Key Characteristics:
- Lower conversation pricing tier than Marketing.
- Strict Policy Constraint: Zero promotional content is permitted. Even a subtle promotional phrase (e.g. "Thanks for your purchase! Use coupon SAVE10 for 10% off next time") will cause Meta to reclassify or reject the template.
3. Authentication Templates
Authentication templates deliver One-Time Passwords (OTPs) and verification codes to authenticate user identities.
- Primary Use Cases:
- Multi-factor authentication (MFA) codes.
- Password reset and account recovery verification.
- Key Characteristics:
- Standardized, rigid format enforced by Meta.
- Must include security disclaimers (e.g. "Do not share this code with anyone").
- Can incorporate an autofill button or copy-code button on mobile devices.
Category Mismatch and Automatic Reclassification
Meta employs automated AI review models that inspect the semantic intent of every submitted template.
| Submitted As | Content Detected | Meta Action | Consequence |
|---|---|---|---|
| Utility | Contains discount codes, promotional language, or upsell offers. | Reclassified to Marketing | The template is approved, but charged at the higher Marketing conversation rate. |
| Utility | Highly ambiguous copy with insufficient transactional context. | Rejected | The template is declined with reason: Category Mismatch. Must be resubmitted under Marketing. |
| Marketing | Purely transactional order update with no promotional text. | Approved as Marketing | Approved, but your business will unnecessarily pay the higher Marketing conversation rate. |
Top Causes of Meta Template Rejections
1. Vague or Generic Placeholders
Meta requires sufficient context around dynamic variables to understand what will be sent to customers.
- Rejected Copy:
Hello {{1}}, here is your link: {{2}}. Thank you! - Approved Copy:
Hello {{1}}, your booking for {{2}} has been confirmed. View your appointment details here: {{3}}
2. Missing or Unrealistic Sample Values
When creating dynamic parameters ({{1}}, {{2}}), you must provide realistic sample values during submission.
- Rejected Sample:
{{1}} = test,{{2}} = 123 - Approved Sample:
{{1}} = Priya Sharma,{{2}} = Deluxe Hair Spa,{{3}} = https://example.com/booking/10293
3. Shortened or Obfuscated URLs
Meta strictly forbids generic URL shorteners in template bodies or button links because they conceal the ultimate destination domain.
- Rejected: Using services like
bit.ly,tinyurl.com, orrb.gy. - Approved: Using your official branded domain (e.g.
https://example.com/offersor a vanity branded shortenerhttps://go.example.com/promo).
4. Grammar, Capitalization, and Punctuation Violations
Excessive formatting or poor grammar triggers automated spam filters.
- Rejected:
💥💥 FREE SALE NOW!!!! BUY 1 GET 1 FREE TODAY ONLY!!! 💥💥 - Approved:
Enjoy our Summer Special! Buy one service and receive the second complimentary this weekend only.

WhatsApp maintains a strict Commerce Policy. Templates promoting the following items will be rejected immediately:
- Adult products, services, or sexually explicit material.
- Alcohol, tobacco, nicotine, or vaping products.
- Weapons, ammunition, or explosives.
- Gambling, real-money gaming, or lottery services.
- Cryptocurrency, binary options, or unauthorized financial schemes.
- Prescription drugs, unlicensed medical supplements, or miraculous health claims.
6. Variables in Unsupported Sections
- Dynamic variables are not allowed in template footers.
- Dynamic variables in template headers must be text-based, capped at one variable (
{{1}}), and accompanied by a valid sample value.
